citizenship application fee waiver

My mom who is retired and has very limited resources applied for citizenship once and was denied because she overstayed in one of her oversea trips. She is in her late 70s and wants to reapply. Does anyone know if she has a good chance to get approval with the I-912 application? A fee waiver definitely is a major help, but if they would just reduce the fee would help a lot too.
