My Mom is 65+ and Dad is 70+ . Are they required to take and pass all citizenship tests for naturalization. Are there options if English Language is a barrier too for my Mom

There are few options if they want to wait for 20 years after green card.

There are certain exceptions to the English Language and Civics Test Requirements.
1.If you are over 50 years of age and have been a permanent resident for periods totaling at least 20 years - you need not take the English test. You are still required to take the Civics test, but you can take it in a language of your choice.
2. If you are over 55 years of age and have been a permanent resident for periods totaling at least 15 years - you need not take the English test. You are still required to take the Civics test, but you can take it in a language of your choice.
3. If you are over 65 years of age and have been a permanent resident for periods totaling at least 20 years - you need not take the English test. You HAVE to take the Civics test, but you can take it in a language of your choice. This test will be a simpler version. You will be asked about 10 questions out of a list of 25.
4.If you have a medically determinable physical or mental impairment, where the impairment affects your ability to learn English and Civics, you are eligible for an exception. You need to file Form N-648 requesting an exception. This form has to be filed along with the application.
