Citizenship / Travel to India for work

A friend of mine has US citizenship but because of urgent work requirements he will be needing to travel to India to take a 12m work assignment . The offer cannot wait till he gets his OCI card . My question is can he apply for visa ( 2 week process ) and then apply for my OCI card from India ?
If this is not a valid any other options ?

Unless it is work visa, he can not work in India.

He needs OCI or PIO or work visa.
