US passport renewal for minor child in India

Kindly help

This is regarding my friend's child. Mother and child( minor) are living in India.
Child has U.S passport that will expire this August 2012. The child's
mother is separated from her husband . She has applied for a divorce, the case is in the court

Can the mother apply for the renewal of her minor child's
passport renewal?

If yes, what are the necessary documents she need to furnish?
