Details about Stay during process of Citizenship

I have some one who is having a VISITING Visa from INDIA and he have a blood related brother in US, If he apply for citizenship can he stay in the US during the process of the application....??

You mean citizenship for the person who has come on a visitor visa? Remember only green card holders can apply for citizenship
