so here is my story,
I have obtained my citizenship two years ago, and have obtained my passport and passport card on october 2011. However, after all the documentations have been sent, only the passport and passport card arrived at the mail. but the certificate was not returned and my copy was lost do to home burglary. I have called the immigration services, and they told me everything have been sent and there is a possibility that the document was lost. the immigration officer said, I can file for a replacement. my question, is why do I have to pay the fees for something that is not my mistake? and two, is the certificate important even if I have the passport? and three, can a passport substitute the certificate as a proof for citizenship?
