C1/D - Visit family in a different state for a week after working on cruiser

Hello all,

My brother is working on a cruiser for another 4 months and he would like to visit and stay with us in Chicago for about 7 days after he's done working. He entered / boarded the ship in Miami and he has a return flight from Miami as well.
Is there any way he could travel to Illinois for 7 days and either change his return ticket to Europe so he could fly directly from O'Hare or just stay for 7 days and return to Miami so he can leave the country from there ?
