Seamen Visa C1D , which in most of the case, is udsed by seamen when their ship, after long voyage, arrives US ports to go ashore to get his hair cut or to buy mineral water for consumption during sea passage. ONly in 10% of cases it is uused for replacement of Crew which need transist. Such entry or exist visas are issued by the rest of countries in all ports of the world in 06 hours.
If rest of countries also follow similar policy, then all seamen will have to obtain visas of all countries before departure home town as destination or route of ship is unknown even to Charteres or Owners- it all depens up on market conditions & business. It is not feasible and unpracticable for any seamen to get visas of all countries, even no passport of any country have enough pages to hold such large number of visas. It is internatioinal issue.
