How to schedule appointment when exempted from MRV?

Hi all,
I am trying to schedule an appointment for visa interview with Chennai consulate. I am joining a federal government organization and the employer has declared that I do not need to pay MRV and other fees. However, when I try to schedule an appointment online at US traveldocs website, I cannot find a way past the page where they ask for MRV receipt number. Calls to the contact number resulted in a recorded voice offering a set menu.

Any guidance will be much appreciated.
