2 J1 visas with 212e

This is my first post on this forum
I have visited the US twice (Aug-Dec 2013 and Apr-Jun 2014) on two separate J1 visas, both of which have the 212e applicable. I have the following questions:
1. Does my two year home requirement begin from the end of my first J1 visa, i.e. Jan 2014, or the second visit, i.e. Jul 2014?
2. I know that for applying for a H/L visa, I need to complete two years in my home country. I am a resident of India, and employed by the Indian office of an MNC. For the last couple of months though, I have been working on a project in the UAE and only visit India once/twice a month for the weekend. Does this time still count under the two year requirement?
