J1 Waiver Travel Restrictions

Hi, I'm a J1 visa holder. I filed a waiver for the 2-year home residency requirement by early January, with an intent to apply and change the status to H1B. The status is now "Favorable Recommendation" online.

Can I travel outside of the U.S. during the waiver is processed or after I receive the waiver? I will not be able to get the H1B status until late May-July this year and I have to travel internationally within 2weeks from now.

Please let me know what is the best thing to do at this moment, thank you.
