j-1 incomplete, 2 year home residency requirement?

Hello, 3 years ago i came to US as an exchange student on J-1 visa. My program was sponsored by the US government, and required me to go back home for 2 years after i finish studying.(2 year home residency requirement) The problem is that i got kicked out of the program and did not finish it. I went back home for 3 months and then came back to America as F-1 student. Right now im trying to apply for green card, and i was wondering if i would face 2 years home residency requirement? A few people told me that since i did not finish my exchange program and got kicked out, i would not have to deal with 2 years rule. what do you think? Thank you
