Can I apply for EAD from India (after getting my J2 visa stamping)

Hi,
Im in US currently but going bck to India next month with my husband. We both will be applying for J1/J2 from India . I wonder after getting my J2 stamp, can I right away apply for EAD from India itself(by mail), Or do i have to come back to US before i apply for EAD.
I checked USCIS website and it says you can apply by mail but it doesn't say anywhere that you MUST be in US to apply for it.

have you found an answer to your question? Our situation is similar - my husband has just got a J2 and to save time we wanted to apply before going to US. we wanted to do it now, but we shall arrive there in September, so I wanted to know if that's possible.....
