Get real person at california USCIS

Hello;

My petition was accepted 8-2-12. I've been waiting for the noah2, & managed to get a real person around a month ago. They had told me it
looked close, but to call back 2-4-13, if I hadn't heard anything. I can't seem to find how I got a real person the last time, & was wondering does
anyone know the present sequence of key in nos., to be able to talk to someone? I'm finding old dated info., that doesn't seem to work any more.

Good luck!
There is no checks and balance for this section of the visa process. You are at the whim of the person whom your application is placed on their desk.
The uscis contracts out the background checks, sometimes it is the other company which is the delay
The government shut down has no effect on these applications because it is funded from the application fee.
9 months is a normal time
Some of this is what I was told from the officer officer I spoke with during my experiences. Also I tried to register a complaint as an American citizen and found no devision that overseas this office.
Think about that!!!
