Possible to file IR1/CR1 from India instead of the US?

My fiancee (US Citizen) and me (Indian citizen) are scheduled to get married in India in July. She will be in India for a period of 2 month. She will have a month left in India after the marriage.

Is it possible to start the filing process while she is in India by submitting the documents at the US consulate/embassy?

If possible, are there any benefits in this other than saving that 1 month's processing time after which she would be back in the US from where she can anyway start the filing process.

Would appreciate your views.
