Adjustment of Status for spouse of American Expat?

I am an American living and working overseas and my Ghanaian boyfriend and I have decided to get married. I'd like to get married in the US so my family can be there but after that we will be returning overseas to live for a couple years. I understand that he shouldn't apply for a green card if he's not intending to live in the US at that point in time and we would eventually like to move to the US but for now we'd just like to visit once a year. He previously applied for a tourist and was denied so I'm afraid that if he were to try again, even after we're married, he could be denied again.

Is there an adjustment of status option for spouses of American expats, currently living overseas but planning to move back in the future?

No, Adjustment of Status is only used when the applicant is in the U.S., not overseas. In addition, you should have a U.S. domicile (or address) to petition and sponsor your guy.
