Is it absolutely necessary that I and my cosponsor provide tax returns and w2 with i134 if I supply other forms of evidence of a stable job (employer letter, pay stubs, bank statements, etc)?

yes he must prove he did file taxes, or a reason why he did not. you can request copy of IRS tax transcripts if you don't have copies of returns
