I married a Dominican National in Santiago,D.R April 10th, 2014. I filed an I-130 May 10th, 2014. I received an Notice of Action (I-797C) May 13th, 2014. I am hearing an 129F is a waste of time and Immigration is phasing it out. Just curious of how long does it take to get a I-130 approved without incident? Some people are saying 90-120 days. And once approved how long for the interview. Thank you.

You're are confusing the two functions of the I-129F. The I-129F is used for K1, fiance visas, and it is not being "phased out."
The I-129F has in the past also been used for K3 derivative visas for spouses who were petitioned by I-130 petitions. For the last couple of years, USCIS has not been supporting use of the I-129F for K3 visas. They have accepted submittal of I-129F, following the I-130, but haven't been forwarding approved K3 I-129F petitions to the National Visa Center, giving precedence, instead, to processing of the I-130 for spousal visas.
Spousal I-130 petitions are being approved by USCIS in 2 -6 months, then forwarded to the National Visa Center for a few more weeks of processing, exchange of fees and submittal of sponsorship and civil documents.
