Hi, I just became a US Citizen and I'm trying to file for my Fiance(e) in Africa who happens to be my children mother of 3 children. I haven't seeing her for the past 8 years but we've been together - constant communication on a weekly basis, financial support, etc. Unfortunately, when I was coming, we didn't get marry. However, we kept our promise to stay together until she and the children rejoin me in the U.S. I read on the U.S. Visa website that want would have to meet in the last 2 years to sent for fiance. Doesn't that apply to our case? I means I have all records and prove of monthly financial support, weekly communication, etc. Do we have to see each other first in the last two years in order for me to send for her?

Can you arrange another visit? Having seen each other in the last two years is a requirement of filing for the K1 visa. Only in extremely exceptional circumstances can you apply for a waiver and you'd have to prove that neither of you can travel to see the other (for example, a severe medical condition, she can't get out of her country or you can't get in, etc). It will probably be quicker and easier to arrange a short visit, if you can, to satisfy the requirements. Even straightforward applications are a protracted process. Adding in special circumstances will only put you under more stress and scrutiny. I wish you all the best.

To add to WILT's response, proof of meeting in person is a requirement for a K1 visa, unless you can prove that extraordinary medical or religious reasons justify a waiver from this requirement.
If you submit a fiancee petition without providing proof of meeting within the last two years, your application will be denied and you will lose your submittal fee ($340).
It's unfortunate that you had three children by your fiancee more than 8 years ago and have not seen them or their mother for that long. Don't you think it's about time you pay the a visit? Such a visit will provide you with the evidence of meeting in person, and they might enjoy seeing their father after such a long absence.
