At what phase? There are many phases; USCIS, NVC, embassy interview, etc. Probably no #'s are released publicly so we would be just guessing anyways.

Petition approvals by USCIS have to be at the high end, since the petition review is simply for eligibility of both parties (though mainly the petitioner) to marry and have proof of meeting in person.

But your question was probably intended to ask percent of Embassy K1 visa approvals. It varies by Embassy. I know for certain that Vietnam and Cambodia have a high rate of denial, especially for mixed race applicants. Manila's approval rate is high, excepting those with insufficient proof of sponsorship or relationship evidence.

Patterns of scam applicants have become apparent with Russia and other Eastern Europe countries, so Embassy policies are probably in place to knock out a sizable percentage whose paperwork reveal sham relationships.
