tourist vs fiance

i would like to get my boyfriend here from honduras. we have known each other for almost 9 years but don't necessarily have all the nice kind of pictures and proof of our relationship. we don't really know yet if we want to get married before he has a chance to spend some time in the states. i have heard that getting a tourist visa for him will be practically impossible as his finacial status is poor by US standards and also because he has several siblings that are residents/citizens in the states. should i go straight for the K1 fiance because there's a better chance of that getting appoved and then hope for the best in terms of how things go for us here? or try to get him in a tourist visa and then if things go well marry him here? lastly, if we did it that way, would he have to go back to honduras to process the paperwork for fiance/spouse?

It would be very difficult for him to get tourist visa.

It may be better to try fiance visa. However, you need to get married within 90 days of him arriving in the US.
