South African needs help applying for a K1 visa

Please can someone assist me.

My partner(not married but have been together for 6 years) is applying for his American residency through a I-130 petition. Once he receives this we want to move to America but this is where i need advice.

When am i allowed to apply for a K1 visa?
does he have to be with me in South Africa for me to do this?
Do we prove that he has proposed and what else do we need to prove?
can i get a K1 visa from his residency or does he have to have a Green Card first?

Because i have a British Passport i can get an ESTA for 90 days? when we both go over and i don’t have a K1 visa can we get married within those 90 days and would i be able to stay on and if so what would i need to apply for?

Any info that can help me in this regard...

You are not eligible for a K1 visa unless your fiance is a U.S. citizen.
