The government official instructions say to leave things not applicable "blank".



The instructions given on this site say not to leave anything blank, to write "none" or "NA"

which should i follow, the governments instructions, or this website?

If "umbrella" questions have been answered "no," then subordinate questions, which are answered only if the first response was "yes," can be left blank.
