Fastest way to get my wife/fiancé to the States

Long story short, we have decided to take the next step. I am a US Citizen (In the Army) and she is a filipino citizen. We plan to get married early 2016 and I am trying to determine the best course of action to get her to the States. What is the fastest? The 129f will get her to the States to await the immigration visa? What is the time line associated with that?
