Can my fiance visit the states?

I am applying for a fiances visa while it is processing can my fiance come to the states to visit? How long can he stay? How long does he have to leave before he can come back again after staying as long as he can the first visit? Any help on these questions would be greatly appreciated.

He can go there but its not recommended. If he does go there, his name will be flagged at the point of entry. He should take alot of evidence that he has strong ties to his country and that he plans to return there soon. Good evidence is titles to his house and car, employment letters saying he is due back at work on this date etc. And ofcourse a two way ticket. Anything to prove to immigration he is not going to stay there. He will be allowed to stay only 90 days like everyone else under the Visa Waiver Program.
