My fiance has flying phobia

hello,
my fiance in USA, can't travel to my country, because of plane fright, and we dont know how to fill the pepitition, and how to get a certification of the phobia, and is it going to be accepted at the USCIS.
can any one help us please, about what is the right thing to do.

Your fiance has to apply for a handicap/medical waiver from the meeting in person requirement. He will have to provide medical evidence of his inability to fly long distances. He will also have to provide evidence that you have attempted to obtain a visa, i.e., visitor visa, to meet him at a location closer than your country.
