traveling to the US for the first time (to be with spouse)

can someone please tell me if there are any restrictions on travelling to the US for the first time with regards to stopping off in another country?
my spouse will be coming to the US from India and she wishes to break his journey in the UK to visit her sisters before finally coming to the US? I've been told that this is not allowed and he will be sent back to India when he arrives in the US. Surely this can't be true!

Tell him to get rid of that (travel) agent and get a new one; one that knows a thing or two about travel rules.

on a K3 visa.
i've look on the various website and i can't find anywhere where it given suggest that there is a restriction on coming to the US via the UK.
But because we don't want to take any risk, it seems sensible to come straight to the US and then later on go to the UK. But that would be more expense!
