me and my fiance wants to apply for K1 visa, and she lives in USA, but we didnt meet, and we do not know how to use a religious weaver, is she is the one who has to make the letter of the religious ghide or leader or me plz?

She would need to obtain or apply for the religious waiver as she is the one who is petitioning the K1 visa. You stated she lives in the USA. Not sure if that means she is a U.S. citizen or not. Just for clarification, only a U.S. citizen can petition for a K1.
