EAD 180 day Rule for change of status

I'm not sure if this has been posted, I've tried to search about this but haven't found anything concrete.

I'm currently employed under F1-OPT status, I believe is C3 category, and this will expire on 05/23/2018. I am wondering will the 180 day rule apply to the EAD since I am applying to change to C9 status through the K3 change in status?
