fiance visa and fingerprint process

hi,
i m from morocco and my fiancee is from michigan,,,we have been on the process for fiance visa since april 7 ,,,,and right on the moment we thought that the procedure is done,,,we were suprised by this new fringerprint law and the background check,,the uscis website says that the procedure started on july the 20 th and so far it s been almost a month now and no news,,what really bothers us now is the fact that we don t know how long such a process will take.
please would anyone answer my question....

What is this new law? That when my Fiance goes for her interview she will get fingerprinted automatically??

no i really don t think so ,,,, i guess she has been asked to bring a police record stating that she has no crime at all as i do believe it is included among the documents she has to present the day of her interview.
just let me know if anything accured.
