My Fiance is Japanese, We have been together for 7 years in California. She has since graduated university a couple years ago but her student visa has expired. I am a US Citizen and she has been coming back and forth on the Visa Waiver Program but it's time for her to come permanently. Any ideas on what would be the quickest process to get her here? Fiance or Spouse Visa? Marry in Japan or US? Thanks for any info. you can give.

Both the options are with you, the K-1 and the K-3. Both take about the same time that is 6-8 months. But the K-1 is the cleanest way to go about it. K-3 has many processes involved in it.
For K-1, make sure that you have met each other within the last 2 yrs of filing the petition(that you have) and you havethe evidences to support this fact like time & stamp dated photos, travellinhg tickets, boarding passes etc.
Or , the smartest and quickest way would be that she comes on the visa waiver program and get married in the US and then you file for her AOS in the US. Then she would not have to leave the US and get any visa outside. In this case dont forget to apply for her EAD and AP if she wants to work and travel out of the US while her AOS is pending.
