k1 visa help

Hi ! I met my fiance just last month when I visited India. We decided we would get married there in few months when I come back. However we realized now that we can apply for her K1 and get married here too. It seems it is a requirement to show our pics together for K1 but we didnt take any at that time, it was a small family get together and none of us thought about it (it is an arranged marriage). Is it still possible to get a k1 without pics together if we can show other documents that I had traveled to India and letters from parents that we are engaged and intend to marry ? Also, what are the chances of visa being rejected in the embassy in india (new delhi) ? I have heard some scary stories about that.

Is it also possible to apply for k1 here, and k3 a few months later if we decide to marry in india ?
