need help about approval notice instruction...

my fiance received the aprroval notice yesterday. the notice states that the petition has been approved and the participant can also file form I-824 "Application for Action on an Approved Application or Petition" with this office to request that we notify another consulate of the petition approval for visa processing purposes. please contact the consulate with any questions about visa issuance, or if you would like them to forward the petition to a different consulate. and it also states there i have to marry my fiance within 90 days or i will be sent back to my country.
do we have to file that I-824??? and we need to pay $200 filing fee for that! according to my understanding when the uscis approves the petition they will forward it to the National Visa Center for another processing then from there to my country's consulate. why we are asked if we would like the approved petition to be forwarded to another consulate. please help . we are confused!!!

h! m surprised y ur fiance got a letter from wherever that was. i'v been here n US thru a fiance visa also 4mos ago. this s my story hope it will help u. when USCIS approves d petition d office will send d approved petition to NVC for further processing. NVC will send the approved petition 2 d country where ur interview will take place. any progress about d petition ur fiance will be notified. in our case we never get such document like what ur fiance's got. i dont think u have to apply for the I-824 and pay $200 that;s a lot of money once u paid it u wont get any refund no matter who's mistake it was. I think u have to ask ur fiance to verify that doc he got by calling the USCIS office who processed ur case it will be quite frustrating contacting them but that's part of it. if u enter US thru a fiance visa u both must get married within the 90days if not ur not illigible to adjust status. if u dont want to get married to him then u must leave the country on or b4 d expiration of ur 90days stay n d US.
