for question 1. here's my case: was born overseas to a US citizen father who was working there. Mother was not. I am a US citizen with Form FS240 (Report of Birth Abroad)and a US Passport holder. Does question 1b apply to me? I don't have certificate of citizenship issued by USCIS. Researched on the State Dept.'s website and it said under the law both the FS240 and certificate of citizenship are equivalent. Called USCIS and they dont know what to tell me except that it would take a couple of months to apply for cert. of citizenship and it would cost $255. Can anyone help me as to whether question 1b. applies to my case? Thanks
