i'm confused and needing for help

Hi to everyone out there, I am new to here and i hope you could help me answer all my questions. I'm a filipina and my fiance is in Military and he is Iraq now. We've been together for almost 2 years but we just have few moments that we were together cause he has to go to Iraq.
I want to asked if what is the best thing we could do, we want to get married as soon as possible. We are over heels inlove with each other,but as a military its hard for them to just come here in the Philippines they said they were off limits here. Though he still find ways to come here. He's been here last December 2006 and he is planning to come back again this September after his time in Iraq but we were thinking if we better get married here in the Philippines or we should apply for K1 visa first and get married in US. Or do you think he can apply now even he is in Iraq? What if we get married in Japan? Do i need to go back in my homeland and file for K1 visa? I'm sorry i was really confused and i dont know whatelse to do. Do you think there is an advantage for him cause he is a service man? please i need your help and advice. it will appreciated if i hear some advice. Thank you.
