k1 consulate visa processing manila

i had my interview in june 20. the consul asked simple questions and at the end she said congratulations. after that i was given a pink slip with approved written on it and i paid delbros for my visa delivery but until now i have not yet received the visa.my US fiance called the embassy in june 29 and a lady said that it is still at the consul's desk and to call next week but not monday. she did not mention about additional documents to be passed. does anybody have the same experience??? this visa wait is more nerve-wracking than the interview. if they are reviewing my case why is it that the consul told me congratulations. i really dont understand or maybe i am getting too impatient.
any ideas or infos are greatly appreciated.

hope it will come soon because i need to be in the US by the third week of july.
