Travel during K1 visa process

To all,

I am heading to the post office tomorrow to send my K1 Visa petition to the Vermont Service Center. Very exciting!

Question is: I am from US.. fiance is from Costa Rica. Can my partner travel to US (for a week-long visit/vacation) after the K1 application has been submitted?

He does have a valid visa - and would only be here for a short visit.
