regarding I-134 form

Hello,

I'm trying to fill out the I-134 Affidavit
of Support for my fiance from Vietnam.
On the 2nd page, at bottom, it ask for
Signature of Office Administering Oath.
Does that mean, I need a lawyer or notary
person to sign and verify my income?
