Direct Consular Filing (DCF) is one of the options where both US Citizen and Spouse (non-US citizen) live/reside overseas. I hope you are living temporarily in Mexico but not acquired permanent resident of Mexico.

Not all country allows DCF so check with the US embassy/ consulate in Mexico.
Also, read the link @ https://www.immihelp.com/direct-cons...sed-greencard/

Other option is immigrant visa (counselor processing, i.e., CR-1/ IR-1) and K-3 visa while you are in US and your spouse overseas.

she can apply for a GC or resident visa, but she won't be able to keep it. She must live permanently in the USA for that.
