I-129F fee waiver for US Citizen Husband filling for Japanese wife?

I am confused; there is a $455.00 fee for I-129F. I am an US citizen and file for my Japanese wife. Do I still have to pay the fee?

Fee

You do not have to pay the I-129F fee IF you filed the I-130 form with the $355.00 filing fee. Did you file the I-130 form yet first for your wife??
