Why do we fill out and send both I-130 and I-129f for sponsoring a spouse if we end up only choosing one of them to apply to our immigrant spouses (living abroad)?

If she is a spouse, you file I-130, processing of which can take a couple of years (beware that the processing times I give you are 3 years old), and suppliment it with an I-129F, processing of which takes 6 months to get her over sooner on a K-3 nonimmigrant visa while her immigrant visa processes in the background.
