Where will the interview be?

Well, I'm a bit confused. Nothing new about that with the fiance visa process. lol I just got a letter from nvc saying that our case will be processed in Ciudad Juarez (which is miles and miles away), but my fiancee lives in Tijuana where there is a consolate. Because it will be processed in Juarez does that mean his interview will be in Juarez? Or, is there still a chance that although it will be processed in Juarez his appointment will still be in Tijuana? I know confusing question. I hope I made myself somewhat clear.
