Reapply fiancee visa for the same lady

My fiancee came to US with k1 visa and stay with me for 90 days back in April this year. We didn't get married because she needs to go back to her country to take care of her sick father who had kidney failure for a while.. We will get some proof from the doctor for this. Now she is ready to come back..... I know the only way I can do is to apply for fiancee visa one more time....... And I know that the US will ask why? will her father's illness be good enough reason for reapplying the fiancee vsia?

You know, thinking back, we should have done differently but at that time, we are not smart enough to do research and ask questions..... we should have married first and then find a way for her to come back.... Well it is too late now..... Anyway, please advice.

Also according to the instruction of I-129F, since I applied fiancee visa before, I need to write a waiver letter to explain the situation..... is there some sample letter out there for it?

You need medical documents to apply for K-1 visa again, and need to prove the reason of why you have not got married in US within the 90 day time limit.

The alien fiancée must get married within 90 days of his or her arrival in the US, or the alien fiancée will have to leave. The alien fiancée may not be given another U.S. visa if this happens. The visa cannot be extended beyond 90 days. The alien fiancée also must marry the K-1 petitioner and no one else, in order to remain in the U.S.
