I was married to a green card holder and he applyed for an immigrant visa for me before, but the process was so long, that me and him got a divorce and I ended the process. Now I want to marry my american boyfriend, my question is can he apply for a fiance visa (F1 non-immigrant visa) for me even though I had a immigrant visa process before? Thank you

No. he does not apply for non-immigrant visa for you. he can not.
You apply for non-immigrant visas for you. It will be hard though.Disclaimer: The information you obtain from me at this forum is not, nor is it intended to be, legal advice. You should consult an attorney for individual advice regarding your own situation.

PraetorianXI , why do you think it's going to be hard, as I understand it, he files a fiance visa petition for me, and when that's approved I apply for the visa here at the consulate. He is in US army, and assures me that everything is going to be fine, plus he wants to do a proxy marriage before we do the visa process, though we understand that immigration doesn#t approve of proxy marriages until they are consummated. Do you say it's hard only becuase after applying for immigrant visa people don't usually get a non iimirtant one, but in my understanding fiance visa also has immigrant intent.
