K-1 Visa

My fiance is in phillipines, she has a divorce decree from hong kong and decreee of absolute. Will she be granted a k-1? will the us embassy ok this and let her through? We have conflicting stories from lawyers, some say she needs an annullment from phillipines, some say american law prevails and she wil be granted the k-1. Another issue is she went to take her medical at st lukes med center, and passed the first part but they would not give her her vaccinations because her passport had her married name on it and the application had her single (maiden name) name on it and cuz they didnt match they wouldnt give vaccine. So we went to get passport in her maiden name, she brought birh certificate and copy of divorce from hk, and was denied cuz they wouldnt accept divorce papers from hong kong.

Can we send our paperwork overseas to hong hong and try to get k1 there? Does she have to be a citizen there to file for one? Our date for interview is nov24 and we dont know what to do....can you help? how long would annulment take?
