You should contact the National Visa Center because they send the visa petitions to the consulates worldwide. You can either contact them by phone:
603 334-0700

You should be able to inquire about your case via the automated system or speak to a representative. You should have you USCIS case number (I-129f).

I would also consider contacting your senator at home and letting him/her know whats going on, see if s/he can help get it expidited on grounds of processing errors by USCIS.
