Hi, can some one please advice me as what will be the consequences of not filing the I-864 along with the I-130 as my wife (USC) have not filed for it, our case is pending with the USCIS office in California as we have already received the first notice stating that so,

The I-864 is not required to process the I-130. They'll ask for it after they approve your petition and begin processing the immigrant visa.

I married with USCitizen, I came to US F1 Visa student. As you mentioned above so my husband doesn't need to file I-864 along with I-30 until the INS require it? Please let me know . Thank you

If you are already in the US, then you are sending a complete package for adjustment of status (green card) from your F1 visa. To be approved your US spouse has to complete an I-864 Affidavit of Support and it should be sent with all the other documents along with proof of his income. If you don't send it with the first package, they will request it, but it does slow down your application. Better to send everything they need the first time.
To first poster Ish Pitt: If it's for a K3 visa or IR1/CR1 and you are not currently living in the US, then the Affidavit of Support normally would be taken by you to your interview in your country.
