does NOA1 takes more time than NOA2

Hello, my fiance filled the I-129 at the end of october, we received NOA1 until january !!! total of 3months and a week, when I look at other people s timeline (for october fillers) they already got the approvals and some the packet 3 and I just got the NOA1
now I wonder if there is a slight chance that the NOA2 takes less time than NOA1 or could it take up to 6months

Where you from? I am from the Philippines and in our case, we filed it on the same month it only took a week when we get the NOA1. After that, It took 4 months before we got the NOA2.
