information about K 1 visa application

I am french and my boyfriend is also french but is in the US for 10 years and has the green card and we are trying to be together in the US.

Does the K 1 visa applies to our case?
If not, could you please kindly advise which visa is better for me?

Thank you very much for your prompt reply.

I forgot to mentioned that I personnally already had a visa for 5 years in the past as my father was moved in the US by his company when I was younger.

Does this fact changes in anything the type of visa I should be applying for?
Could you please also kindly advise the average time to obtain the I 864 visa?
