Does anyone know if the I-134 form has to be examined and signed by a USCIS officer before it is sent to the Consular?

No it does not. Nor does the newest version have to be notarized because by signing it, the USC is swearing/affirming that it is true and correct. (or whatever that statement before the signature says.)
